Would have seriously hampered attempts to address unchecked development, or sprawl, by repealing the Growth Management Program, established in 1989 to “encourage orderly growth and development in appropriate areas of each community, while protecting the state’s rural character, making efficient use of public resources and preventing development sprawl.” The bill also required a legislative committee to report out a bill next year to repeal all state laws requiring community planning.
